Council
Angela Uller
Angela Uller is the former Dean of COPPE/UFRJ and currently chairs the Superior Council of the Carlos Chagas Filho Foundation for Research Support of the State of Rio de Janeiro (FAPERJ). She served as Dean of COPPE from 2003 to 2007 and remains the first and only woman elected to that position. Since August 2015, she has coordinated the COPPE unit within Embrapii-COPPE, managing frontier subsea engineering projects for oil and gas exploration developed jointly by universities, companies, and the federal government. She graduated in chemical engineering from UFRJ in 1975, completed her master’s degree there in 1976, and earned her doctorate from the Ecole Nationale Superieure de Chimie de Paris in 1980. At COPPE and UFRJ, she has also served as director of the Coppetec Foundation, director of Technology and Innovation, vice rector for graduate studies and research, and chief of staff to the rector.

Segen Farid Estefen
Segen Farid Estefen is a member of the Brazilian Academy of Sciences and the National Academy of Engineering. He serves as director of the Oceanic Institute under Brazil’s Ministry of Science and Technology and formerly led COPPETEC at UFRJ. A professor at COPPE/UFRJ, he is recognized as one of Brazil’s leading authorities in offshore structures and subsea engineering. He has served as Dean of COPPE, director of Technology and Innovation, and head of a national-level research institution focused on ocean studies. His work spans deepwater engineering, ocean energy, and subsea technology, with leadership across more than one hundred research projects in oil, gas, and renewable energy. Internationally, he is a Fellow of the American Society of Mechanical Engineers and of the Society for Underwater Technology, and he contributed to the ocean energy chapter of the Intergovernmental Panel on Climate Change.

Paolo Gonçalves
Paolo Gonçalves is a Brazilian professional in engineering and project management with extensive experience in corporate management and technical project delivery. He has long worked across engineering, infrastructure, and business operations, contributing to project coordination, engineering execution, and business development. His background includes practical leadership in cross-team collaboration and in the management of complex project environments. With an international outlook and multidisciplinary coordination experience, he is well suited to projects that combine technical depth with commercial strategy.

Yehua Huang
Yehua Huang holds a doctorate in engineering and is a professor-level senior engineer with long-standing experience in offshore oil and gas development. He has led multiple large offshore oil and gas field development projects, bringing together deep technical capability, managerial expertise, and a distinctive perspective on international energy cooperation. He is committed to research, innovation, and the application of production development technologies for oil and gas fields, and the projects he has led or joined have received national and provincial scientific and technological progress awards in China. During his work in Brazil, he received the President Juscelino Kubitschek Merit Medal, the Tiradentes Medal of the State of Rio de Janeiro, and the honorary citizenship of the city of Rio de Janeiro, among other honors.
